Frequently asked questions
Ministry of Culture & Tourism Filming Permits
+Do foreign productions need a filming permit in Türkiye?
Yes. Foreign productions must obtain permission from the Ministry of Culture and Tourism, General Directorate of Cinema, before filming. The application is usually filed through a local production partner or consultant.
+Is a separate permit needed to film in a museum?
Yes. Museum and archaeological site shoots need separate approval from the relevant directorate, independent of the general filming permit, and usually involve a fee.
Municipal Filming Permits
+Who issues street filming permits in Istanbul?
Depending on the location, permits come from the Istanbul Metropolitan Municipality and/or the relevant district municipality. Shoots that affect traffic also require police coordination.
+Does a small handheld crew need a permit?
For commercial shoots, a permit is recommended regardless of crew size; otherwise the shoot can be stopped on location.
Cast Documentation
+What documents are needed for child performers?
A parental consent form, ID and civil registry details, and a plan covering the child's working hours and conditions. Requirements vary by age and shoot length.
Location Documentation
+Can a tenant approve a shoot in a rented flat?
For commercial shoots, written consent from the owner — and building management where applicable — is recommended in addition to the tenant.
Drone / DGCA Filming Permits
+Do I need a permit to fly a drone for filming in Türkiye?
Yes. The UAV must be registered with SHGM and flown by a certified pilot, and a flight permission is required depending on the area. Restricted zones need additional approvals.
Fixer & Consultancy for Foreign Productions
+What does a fixer do in Türkiye?
A fixer is a local professional who manages permits, logistics, crew and communication with authorities for a foreign crew — bridging the production and the local system.
Production Contracts: Location, Cast, Director, Supplier and Equipment
+Is a written contract required for a location shoot?
Authorities often ask for the owner's written release; a rental agreement covering damage, duration and fees also prevents disputes.
+What should an equipment rental contract include?
A serial-numbered equipment list, handover/return report, damage and insurance liability, and late-return and cancellation fees.
+What should a director agreement cover?
The scope of services and limits of creative authority, the shoot and post-production schedule, rights in the footage and final cut, the payment plan, postponement and cancellation terms, and confidentiality.

+What does a production service cover?
Everything the project needs: budget and schedule, crew, equipment, locations, casting, permits and contracts, transport and accommodation, set management and delivery.
+Can we hire you for only part of the production?
